Before the moving truck leaves

Put identity documents, vehicle titles, insurance cards, lease or closing papers and two address proofs in a folder that travels with you. Missouri gives new residents 30 days to title and register an out-of-state vehicle, so the assessor and inspection steps should begin promptly rather than at the end of the month. Missouri Department of Revenue, 2026

Missouri uses local License Offices, generally contracted to local agents, to handle Department of Revenue motor-vehicle and driver transactions. This is not one centralized metro DMV: office hours, appointment options and transaction lists vary. A suburban or small-town office can be a useful alternative, but confirm that it handles every transaction before driving there. DOR License Office locator, 2026

Step 1: Get the personal property tax waiver

Missouri assesses personal property, including vehicles, based on ownership on January 1. A new resident registering a vehicle commonly needs a Statement of Non-Assessment, widely called a tax waiver, from the assessor in the county where the vehicle will be registered. The City of St. Louis is an independent city with its own assessor. Missouri State Tax Commission, 2026 St. Louis County Assessor, 2026

Contact the County Assessor—or the City of St. Louis Assessor—before visiting a License Office. Bring the out-of-state title or registration and explain that you were not a Missouri resident with taxable property on the prior January 1. The office will state its required evidence and issue procedure.

A waiver is not a permanent exemption. Once you own a vehicle here on January 1, expect the annual assessment and tax cycle; local tax bills are generally due by December 31. Missouri DOR personal property, 2026

Step 2: Safety and emissions inspections

Missouri's new-resident registration instructions require an inspection when applicable. A safety inspection at an authorized station costs up to $12; the state's mileage-and-age exemptions mean you should verify the requirement for the specific vehicle rather than assuming every car needs the same inspection. Missouri State Highway Patrol, 2026 Missouri DOR inspections, 2026

The Gateway Vehicle Inspection Program applies emissions testing in the St. Louis region's covered jurisdictions: St. Louis City, St. Louis County, St. Charles County and Jefferson County. The emissions inspection fee is $24, and even an exempt vehicle may need a separate safety inspection. Franklin County and the Kansas City area are not included in this program. Missouri DNR GVIP, 2026

Use an authorized station, retain both inspection documents and resolve any failed test before making a second trip to register. Inspection validity periods matter, so do not schedule them months before the registration appointment.

Step 3: Title, plates and your driver's license

Within 30 days, apply for a Missouri title and registration at a License Office. The new-resident checklist includes the out-of-state title, proof of insurance, the tax waiver or paid receipt, inspection documents when required, identification and an odometer statement where applicable. Fees and local taxes depend on the transaction. DOR new residents, 2026

For a Missouri driver's license, bring lawful-identity and status documentation, Social Security-number verification and two documents proving Missouri residential address. Requirements differ for a standard license and a REAL ID; the DOR's interactive guide is the safest way to assemble documents for your circumstances. DOR driver license documents, 2026

Days 1–14: Utilities and internet

Start service before arrival if the provider permits. Ameren Missouri serves much of eastern and central Missouri, while Evergy serves much of the Kansas City region; municipal and cooperative utilities cover other areas. Spire is a major natural-gas distributor in both large metros, but it is not universal. Water and sewer commonly come from a municipality, county district or private utility tied to the address. Ameren, 2026 Evergy, 2026 Spire, 2026

Fiber availability is highly local. Google Fiber serves parts of the Kansas City metro, Co-Mo Connect serves its central-Missouri cooperative territory, and AT&T Fiber reaches selected addresses in Missouri markets. The FCC map is a starting point, not an installation guarantee. Google Fiber, 2026 Co-Mo Connect, 2026 AT&T Fiber, 2026 FCC broadband map, 2026

Days 1–30: Weather readiness

Missouri's severe-weather plan belongs in the first month, not after the first warning. A NOAA Weather Radio provides alerts from the National Weather Service; wireless phone alerts and local media add redundancy. Outdoor warning sirens are designed primarily to warn people outdoors, not to awaken everyone inside a house. National Weather Service safety, 2026 Missouri storm awareness, 2026

Know the safest available basement or interior room on the lowest floor, away from windows. Keep shoes, flashlights, medications, water and a way to cover your head nearby. Mobile-home residents need a sturdier shelter plan before a warning. NWS tornado safety, 2026

Siren-test schedules are local: many communities use the first Monday or Wednesday of a month, but there is no single statewide day. Look up your city or county emergency-management schedule and do not call emergency services merely to report a routine test. St. Louis County sirens, 2026

A warning siren is not a neighborhood-specific all-clear system, and absence of a siren does not mean danger has passed. Follow the warning's stated expiration and official local updates.

Days 1–60: Voter registration and civic setup

Register through the Missouri Secretary of State's online system or with your local election authority. Registration must be completed by the fourth Wednesday before an election, so “four weeks” is only a rough reminder; use the official election calendar. Missouri Secretary of State, 2026

Missouri requires an approved photo ID for regular in-person voting, with a provisional-ballot process for voters without one. The state also provides a two-week no-excuse in-person absentee voting period before each election, ending the day before Election Day; eligibility and locations are administered locally. Keep the official transaction guides handy because office procedures and document rules change. Once the essentials are complete, use Families for schools and healthcare or Why Missouri? to compare the state you now call home.
